What is a UN High-level Meeting? 

A United Nations (UN) High-Level Meeting (HLM) is convened by the UN General Assembly (UNGA), the main decision-making body of the UN representing all 193 UN Member States. 

In this forum, Member States discuss and work together on a wide array of international issues covered by the UN Charter, such as development, peace and security, international law, etc. Agreement to hold a HLM on a specialized topic is taken in exceptional circumstances through a UN resolution, with the purpose of reaching agreement on cooperation measures and solutions on important global issues among Heads of State and governments. 

Who is organizing the 2024 HLM on AMR? 

The HLM on AMR will be organized under the direction of the President of the General Assembly, in close consultation with Quadripartite organizations, which include the Food and Agriculture Organization of the United Nations (FAO), the World Health Organization (WHO), the World Organisation for Animal Health (WOAH) and the United Nations Environment Programme (UNEP), and with the support of the One Health Global Leaders Group on AMR.

The President of the General Assembly appointed H.E. Ms. Vanessa Frazier (Permanent Representative of Malta to the United Nations) and H.E. Mr. Francois Jackman (Permanent Representative of Barbados to the United Nations) as co-facilitators for HLM on AMR. They have a critical role in the HLM preparations and will chair key discussions and negotiations. 

Where and when will the meeting in 2024 take place? 

The meeting will take place on 26 September 2024.

What was agreed to at the first HLM on AMR in 2016? 

There were eight commitments in the 2016 Political Declaration on AMR (A/RES/71/3) that were endorsed. Commitments with specific language and primary accountable stakeholder were successfully implemented after the political declaration, while other commitments require more awareness, collaboration and accountability to progress.  

Why is a second HLM on AMR taking place in 2024 and what will it achieve?  

In March 2022, UNGA resolution A/RES/76/257 was adopted and established a High-level Meeting on AMR to be held in UNGA 2024 in collaboration with the Quadripartite organizations and the GLG.  

The 2024 HLM on AMR should secure concrete, specific and bold commitments with aspirational targets and strengthened accountability. The HLM in 2024 should legitimize and strengthen the mandates of the Quadripartite organizations to coordinate multisectoral and sector-specific responses in humans, animals, plants and the environment.    

How will the Political Declaration be developed?  

Taking into account the outcomes of the multi-stakeholder hearing, the two co-facilitators submit a Zero Draft of the outcome document to the President of General Assembly, who then presented it to the UN Member States. The ‘Zero Draft’ is the basis for member states negotiations, which are conducted in New York by Permanent Missions to the UN to produce a final declaration.  

The final Political Declaration is expected to be endorsed by Heads of State at the HLM on AMR on September 26, 2024. 

What is the expected level of participation at the 2024 HLM on AMR? 

Member States and members of the United Nations specialized agencies are encouraged to participate in the high-level meeting, including the multi-stakeholder panels, at the highest possible level, preferably at the level of Heads of State and Government.
